EU legal instruments for the protection of whistleblowers

EU legal instruments for the protection of whistleblowers Abstract This thesis deals with the issue of protection of whistleblowers within the European Union, with a particular emphasis on the view of Directive (EU) 2019/1937 of the European Parliament and of the Council of 23 October 2019 on the protection of persons who report breaches of Union law. In the context of the issue, the thesis also analyses the approach of the European Court of Human Rights, which has commented on the protection of whistleblowers many times in the past through its case law. The Court has looked at the issue from the perspective of the European Convention for the Protection of Human Rights, its decisions are nevertheless a relevant source of information for finding answers to the questions of effective provision of legal protection to whistleblowers. The thesis further analyses the transposition of the Directive into the Czech legal system in the form of Act No. 171/2023 Coll., on the protection of whistleblowers. In order to draw conclusions about the compatibility of the transposed Czech legislation with the EU legislation, a comparative analysis with the Austrian, German and Slovak legal systems was carried out as well. Library of Algorithms for Text Ciphering

The presented paper describes at first basic theoretical background of cryptology and basic distribution of cryptographic algorithms. Then it describes a brief history of encryption from beginning to present. Theoretical description of ciphering methods and its implementation details are discussed here. All basic types of conventional encryption algorithms and also some modern ciphering methods are included; these are substitution, transposition, steganographic or combinations encryption systems. The result of this thesis is the library of algorithms for text ciphering in Java with a sample application, which demonstrates its funcionality.
Comparison of genomes by synteny block analysis

The theoretical part of this bachelor thesis is aimed at basics of genetics. Term of gene and mutation are introduced in this section. There are gene and chromosome mutations mentioned and described. Following section is devoted to comparative genomics and especially to synteny. There is described what the synteny actually is and how the synteny arises. The end of the theoretical part of this thesis is about the evolution and there are described ways of sorting permutation vectors. The practical part of this bachelor thesis includes description of developed software. Output of this software is a dot-plot which shows detected synteny blocks. Indexes of these blocks are listed in GUI. The second important output is number of permutation steps. This number determines evolutionary distance between two analysed DNA sequences. The very last section is aimed at analyse of synthetic and real DNA sequences.
Chess Program with Various Chess Variations with Various Initial Arrangement

This thesis focuses on describing required components in the process of creation of modern chess application. Goal is to create chess program with several chess variations using structures and algorithms based on professional chess programs. Thesis describes principles of chessboard representation and various factors of chessboard state evaluation used in classic chess and implemented variants. Finally thesis describes game-tree search algorithms and enhancements and compares their effect.
Parallelization of Ultrasound Simulations Using 2D Decomposition

This thesis is a part of the k-Wave project, which is a toolbox for the simulation and reconstruction of acoustic wave felds and one of its main contributions is the planning of focused ultrasound surgeries (HIFU). One simulation can take tens of hours and about 60% of the simulation time is taken by the calculation of the 3D Fast Fourier transforms. Up until now the 3D FFT has been calculated purely by the FFTW library and its 1D decomposition, whose major limitation is the maximum number of employable cores. Therefore we introduce a new approach, called the 2D hybrid decomposition of the 3D FFT (HybridFFT), where we combine both MPI processes and OpenMP threads to reach as best performance as possible. On a low number of cores, on the order of a few hundreds, we are about as fast or slightly faster than FFTW and pure MPI 2D decomposition libraries (PFFT and P3DFFT). One of the best results was achieved on a 512^3FFT using 512 cores, where our hybrid version run 31ms, FFTW run 39ms and PFFT run 44ms. The most significant performance advantage should be seen when employing around 8-16 thousand cores, however we haven't had an access to a machine with such resources. Almost a linear scalability has been proven for up to 2048 employed cores.
Late transposition phenomenon in the Czech Republic

LATE TRANSPOSITION PHENOMENON IN THE CZECH REPUBLIC The implementation of European law is a necessary precondition for the functionality of European integration. However, while the Union institutions carry out the legislative work, the implementation of European law is a task for the Member States. They must adapt their legal systems accordingly and enforce EU rules effectively. In the case of directives, the basic condition for their effectiveness is transposition into national law, which usually requires to propose a new act of Parliament. The Czech Republic has long been one of the countries with a high proportion of late transposition of EU directives. Despite the generally accepted claim that the culprit of these transposition failures lays in the Czech Parliament, research refutes such views. Although the Chamber of Deputies is relatively autonomous from the Government, its deliberations are lengthy, and the Chamber of Deputies' Rules of Procedures offers only a limited range of instruments to guide parliamentary deliberations, transposition delays occur already at the executive level. Transposition of Energy Communities into Czech Law - abstract The main topic of the presented diploma thesis is the legal concept of energy communities and its transposition into Czech law. The term "energy communities" means both citizen energy communities according to the Directive (EU) 2019/944 of the European Parliament and of the Council of 5 June 2019 on common rules for the internal market for electricity and amending Directive 2012/27/EU and renewable energy communities as defined by the Directive (EU) 2018/2001 of the European Parliament and of the Council of 11 December 2018 on the promotion of the use of energy from renewable sources. None of the mentioned directives has yet been fully transposed in the Czech Republic, although the transposition deadlines in both cases have already passed. The first chapter of the diploma thesis discusses the transposition of EU directives in general and from a theoretical point of view, including transposition methods and a description of the process of transposition of directives at the national level. The second chapter deals with the EU legal provisions regulating the energy communities themselves. The European Union and gender inequality in the labour market

Equality between men and women is one of the fundamental social issues addressed by states and organisations around the world, including the European Union. This bachelor thesis deals with the issue of gender equality in the labour market within the European Union and its legislation. Specifically, it works with binding and non-binding European Union legislation on this topic and describes its transposition in selected member states. This thesis first introduces key concepts such as gender and gender inequality within the work environment or the gender pay gap. Subsequently, the basic forms of European law are presented, as well as how it specifically addresses gender equality issues and what developments European legislation in this area has undergone. The thesis then outlines the binding and non-binding European legal acts that relate to this area and then assesses the adoption of this legislation in selected member states (Belgium, Czech Republic, Spain, Sweden) using the example of Directive (EU) 2019/1158 of the European Parliament and of the Council of 20 June 2019 on work-life balance for parents and carers and repealing Council Directive 2010/18/EU. The paper interprets these data and places them in the context of European gender equality legislation.
